May 2025  WSCC CONSULTATION STARTS 22nd May 2025 to 13th June 2025
WSCC are considering an application and have produced the Plan below on the area to be considered for a 40mph limit reduced from the national limit.

Once the formal consultation period is over, a final decision on the TRO may be required by the County Council’s Assistant Director, Highways Transport and Planning if there are objections. This could mean a written report will be required. However, if there are no objections, we will have the go ahead to proceed to implementation.

I do apologise for the delay with this one, we have been working hard on the design of the scheme to ensure costs can be kept within reason for the budget associated with TRO proposals. I have recently received  confirmation from my Traffic Engineering Lead that we can progress in the process. To keep you in the loop, I have now passed the scheme over to our TRO Legal Team to arrange for the Public Consultation.

July 2024. WSCC Replied.
Thank you for your patience with your 40mph Speed Limit Traffic Regulation Order (TRO) application for Skiff Lane, Loxwood.  Following a successful assessment of the speed data against our Speed Limit Policy, I have now carried out a Detailed Assessment, and I can confirm that your application has passed this stage.  The next steps will be for me to present the application at a TRO moderation, where a panel of engineers will assess the application.  I will be in touch with the outcome of the TRO moderation in due course.
January 2024
The Parish Council reconsulted with residents advising them that 30mph was not permissible but potentially 40mph would be acceptable and comments along the same lines as previously we submitted to WSCC in January 2024.

I’d be happy to re-assess the application for a 40mph Speed Limit, however it would be best practice for the Parish to undertake another consultation with the residents, as the resident support for the 30mph is now redundant to the 40mph proposal. E.g. some residents may have been in favour of the 30mph scheme, but may not support 40mph, so it is good for us to get a clear representation of the situation, so we are unable to use the support for the 30mph.
Alternatively, I can re-assess the application without any resident support, but this may impact the scoring process within the Detailed Assessment, as the assessment is scored on Safety, People, Access, Cost and Environment.

The Parish Council asked WSCC if they would consider a reduction to 40mph.

 I have now received the Speed Data for Skiff Lane. Unfortunately, the speed data that has been gathered doesn’t fall within our newly revised speed limit policy, and I therefore cannot progress with the application for a 30mph speed limit within Skiff Lane. Please see Table 2 – Section 2.11 of the Speed Limit Policy, which refers to average speeds. Average speeds for a 30mph road, need to be 35mph or lower. The attached speed data received for Skiff Lane demonstrates that this is significantly over the threshold.

In January 2023 the Parish Council first approached residents along Skiff Lane as to their comments on a proposal for a 30mph speed restriction. Most respondents were in favour there was one objection.

Loxwood Parish Council Traffic Calming Proposals Consultation
1st June 2024 to 31st July 2024

Many of you have commented to the Parish Council on the Speed of Traffic along the B2133 through our Parish. This has been a concern for many years and the recent development by Thakeham Homes has created a number of design features along the road to remove the confidence away from speeding drivers to drive fast.

The Parish Council would like to augment this and with more development expected in Loxwood they wanted the Parish to determine what is needed rather than house builders who may be required to contribute to this.
 
The Parish Council therefore consulted with a Traffic Consultant who recently presented his proposals at the Annual Parish Meeting where the designs were also displayed for residents to view and to comment upon.
 
The Council wants to make sure everyone has had a chance to look at the designs and comment. They are therefore proposing two further drop in events to display the designs and be available to chat to about the proposals.
 
The dates are:
Tuesday 11th June 4pm to 8pm
 
Friday 19th July 4pm to 8pm
