The Parish Council have sought clarification from Chichester District Council's Development manager Fjola Stevens as to the current status of the new shop planning approval.
The response received was "I can confirm that the current application for the shop and residential development has been held up by the introduction of the need to demonstrate water neutrality. The case officer is working with the developer to resolve the issue and a scheme to off-set the water usage has been developed and submitted to the Council. There are however some complex legal matters that relate to the particular application and the level of off-setting proposed. This has meant it has been necessary for the developer to apply to discharge the conditions on the originally approved application. This process will demonstrate that the existing permission on the site would be built out if the current application is not permitted and as such only the uplift in water demand between the 2 proposals need be mitigated. Officers will continue to work with the developer in respect of the outstanding issues, although unfortunately the timeframe for resolving the issues will lie in part with consultees and therefore outside of the Council’s control." The Parish Council note residents' concern should the current village shop close and there be no replacement for the many villagers who rely heavily on the local shop. This state of affairs now looks highly likely if the existing shop closes in September. The Parish Council will be discussing this at their Annual Parish Meeting on 25th April 7.30pm in North Hall. Details and regular training Chichester District Council has recently made it known to the Parish Council that they are investigating housing numbers scenarios for the North Eastern Parishes of Chichester District as shown in the attached letter.
This is to supplement the demand for housing in the District which they are unable to meet in the Southern District. Whilst the Parish Council has revised its Neighbourhood Plan to include the uplift in numbers that CDC requested some time ago, this allocation is now out of date as is the Neighbourhood Plan even before it went to referendum. The Parish Council are reviewing this turn of events before deciding how to respond. The detail of this will be presented at the Annual Parish Meeting on 25th April. West Sussex County Council are reviewing the West Sussex Transport Plan (WSTP) to update the County Council’s approach to investment in, and management of, the transport network for the period of 2022-2036. Transport affects every aspect of our lives including how we work, socialise, access education and health services. We must plan for our future transport needs in order to protect and enhance our beautiful and prosperous county. In Autumn 2020 we asked interested people about their key transport issues and priorities through the WSTP review survey. This information is being used to develop the draft West Sussex Transport Plan which will set out how the County Council intends to address challenges including:
· a growing and ageing population · transport emissions · rural isolation · public health and wellbeing · congestion · road safety. The draft West Sussex Transport Plan is shortly to be published for consultation (summer 2021) and adoption of the new plan is expected in early 2022.
